Wouri SDO Bans All Unauthorized Gatherings, Protest March, And Other Public Manifestations Throughout Douala, On Monday, December 16, 2024

Wouri SDO, Mvogo Sylvac Marie, on Saturday, December 14, 2024, signed Administrative Order or Arête  No. 287 / AP / C19 / SAAJP, banning all unauthorized public manifestations throughout Wouri Division, or better still through the nation’s economic capital, Douala, on Monday, December 16, 2024. The SDO says the reason for  the prohibition of all authorized public manifestations, is a planned public protest dubbed “Lundi en Noir” (“Monday in Black”) that the human rights organization, REDHAC, plans to hold outside the Wouri Senior Divisional Office in Douala on that Monday, December 16.

The Wouri SDO said that there were evidences that the planned public manifestation by REDHAC will cause seriously affect public peace and order. He explained that because of this reason, all undeclared or unauthorized public gathering, public demonstrations, group movements, public march and so on, will not be tolerated across Wouri Division or Douala on that day.

Furthermore, the SDO in the December 14 arête ordered that from today, Sunday, December 15 to Tuesday, December 17, 2024, the Forces of Law and Order should organize a systematic search of vehicles and motorcycles, and well as carryout an intensive control of persons, vehicles and motorcycles.  It should be noted that the SDO separated the search of vehicles and motorcycles, from the intensive control of persons, vehicles and motorcycles. He apparently was out to make a difference between the search of vehicles and motorcycles, from the intensive control of the identification papers of persons, as well as the intensive control of the documents of vehicles and motorcycles.

Meanwhile the SDO warned in the arête that all those who will violate the administrative order, will face severe sanction, as prescribed by the Law.

Press Release Issued By Wouri SDO

Meanwhile, Wouri SDO, Mvogo Sylvac Marie, on that Saturday, December 14, 2014, that is yesterday, also issued a press release alongside the administrative order or arête that he signed.

In the press release meant for the attention of the general public, the SDO said tracts had been circulating the social media, inviting defenders of the cause of homosexuals and other sympathizers of the activities or REDHAC, to a public manifestation named, “Lundi en Noir” (“Monday in Black”), that has been planned to hold outside the Wouri Senior Division Office in Douala, on Monday, December 16, 2024, precisely at 11 am.  The SDO called on all responsible and honest citizens not to give in to the manipulations of the organizers, and to disassociate themselves from what he termed the shameful cause that the organizers, that is REDHAC, is defending.  He thus urged the population not to take part in the planned public manifestation being organised by REDHAC.  He warned that those who will instead decide to join REDHAC in the public manifestation, should know that they run the risk of severe sanctioned by the penal code, if caught.

The 16 Billion FCFA Story

Meanwhile it should be noted that this whole thing is a continuation of the standoff between the SDO of Woruri, Mvogo Sylvac Marie, and the Board Chair of REDHAC, Barrister Alice Nkom, that erupted on Monday, December 10, 2024.

It would be recalled that the Minister of Territorial Administration, Paul Atanga  Nji, on December 6, 2024, signed  Ministerial Order or Arête  No. 000122 / A / MINAT,  that suspended for a period of three months each, a total of five NGOs, including REDHAC, for having received in  their account  a total of 16 billion FCFA (Sixteen billion francs CFA ). It was said that the five NGOs will during the period of suspension, name the sources of the huge sums of money, and as well provide justifications for their reception of the funds.

  The Findings Was Done By ANIF, And NOT MINAT

It should be noted that it was NOT the Ministry of Territorial Administration that carried out the investigation and made the discovery, as regards the 16 billion francs CFA. It was done by ‘Agence Nationale d”Investigation Financiere’, ANIF, which is the State institution, specialized in monitoring and investigating suspicious financial transaction or the movements of funds.  It is an agency that exists in many countries. The main mission of ANIF is to monitor and investigate movements of suspicious sums of money that could be meant for criminal purposes like to finance terrorism, or for money laundering.

So it was ANIF that monitored or carried pout an investigation and saw that that the five NGOs had received into their different accounts the colossal sum of 16 billion francs CFA.  This immediately let the Government to asked questions as to what that huge sum of money could in reality be meant. Five local NGOs to receive 16 billion FCFA from abroad! That was how the Ministry of Territorial Administration came to the scene, since NGOs are under the ministry, in the sense that it is the ministry that issues authorization for them to function in Cameroon.

  Administration Summoned Board Chair Of REDHAC

Meanwhile following the suspension of the five NGOs by the Minister of Territorial Administration, Paul Atanga Nji, on December 6, 2024,  an order was given to local administrative authorities across the country, to seal the offices of the five NGOs, if they happen to be found in their different administrative units. That was how the DO of Douala 1 in the morning of Monday, December 10, 204, went to the Bali in Douala 1 Sub – division, to seal the  head office of REDHAC which is located there. The DO was accompanied by his ‘Etat Majeur’ and elements of the Forces of Law and Order.  The DO and his team sealed the main doors of the building occupied by the head office of REDHAC.

But the octogenarian Board Chair of REDHAC, Barrister Alice Nkon, who is in fact currently the longest serving lawyer in Cameroon with 56 years od=f legal practice,  reportedly destroyed the seal, arguing that the decision to seal the office was wrong and illegal. The DO and his team re-sealed the doors for the second time, but Barrister Alice Nkom still reportedly destroyed the seal again. The SDO of Wouri, upon learning of the incident, ordered the seals on the doors should be reinforced with locks and chains. The SDO on that December 10 also addressed a correspondence to   the Board Chair of REDHAC, Alice Nkom, summoning her to report at  Wouri Senior Divisional Office on Tuesday, December 11, 2024 at 11 am, for a matter that concerns her. It was for her to come to explain the reason for her action of destroyed an administrative seal.

But in a two page correspondence, addressed to the Wouri SDO on that December 11. Barrister Nkom who is in her 80s, said she could not  show up at the  Wouri Senior Divisional Officer at 11am on that day, because  the summon only got to her an hour before set time of 11 am, and when she was  already  engaged in another activity.  She made a number of negative remarks about the Wouri SDO and other things. She demanded for a new summon or a new date.  The Wouri SDO responded the same day of December 11 to the correspondence of   Barrister Alice Nkom, and also did in a two page correspondence.  The SDO who accused the Board Chair of REDHAC, Alice Nkom, of rebellion against State authority, and also  made quite some negative observations or remarks about the lady.

A Second Summon

Meanwhile the Wouri SDO, Mvogo Sylvac Marie,  addressed a second summon to the Board Chair of REDHAC, Alice Nkom, to report to his office on Monday, December 16, 2024, at 11am, for a matter that concerns her. That second summon was served to Barrister Nkom on December 12, this time around by a bailiff.

Meanwhile it was announced on social media that in a show of solidarity with REDHAC and its Board Chair, Alice Nkom, the leaders and members of many NGOs in Douala, Yaounde, Buea and so on, will gather in front of the office of the Wouri SDO at 11am on Monday, December 16, 2024, for a peaceful protest. It was decided that each and every person to attend the event should be dressed in black, which is a sign of mourning, and so name of event, “Lundi en Noir” (“Monday in Black’).
