Resignation Letter Of Achu Mofor, Governor Of East Province, Exposed How A Minister of Territorial Administration, Uses Civil Administrators To Rig Presidential Election.

How George Achu Mofor, Who Was The Junior Brother Of The Then Prime Minister, Simon Achidi Achu, Was forced To Flee From Cameroon After He Resigned As Governor Of East Province.

In his resignation letter as Governor of the then East Province dated October 19, 1992, and addressed to the President of the Republic, George ACHU MOFOR, minced no words in telling the President that he was a Nationalist, a Patriot, and a Democratic, and that his conscience could not allow him to indulged in election rigging, as the Governors were instructed by the then Minister of Territorial Administration (Gilbert Adze Tsoungui). Those who knew George Achu Mofor before and during the period he was Governor, says there is no iota doubt that  the senior civil administrator was a veritable nationalist, patriot and democrat, and thus somebody who meant good for his country, Cameroon.

t was thus not surprising that as a nationalist, a patriot and a democrat, the then Governor of the East Province, refused to implement the instructions they were given by then Minister of Territorial at the Governor’s conference, to actively participate in the rigging of the October 11, 1992 presidential election, in favour of  the incumbent and candidate of the CPDM, Paul Biya. Ironically, copies of a six page document on Techniques of Electoral Fraud that was prepared by UDC of Dr Adamou Ndam Njoya, to help the opposition to be able to detect and fight against electoral fraud, were instead shared to the Governors by the Ministry of Territorial Administration, to help them master the techniques of electoral fraud, and use for the October 11, 1992 Presidential Election.

Also, after the presidential election, Governor George Achu Mofor’s conscience could not allow him execute the instruction they (Governors) were given to use exceptional security measures to “repress any acts of violence resulting from discontent”, following the proclamation of the controversial result of the presidential election.

Many People Didn’t Know That Achu Mofor, Was The Younger Brother Of Achidi Achu  

Meanwhile, it was unknown to many people even in the regime, that the senior civil administrator, George Achu Mofor, who was appointed Governor of the East Province in March 1991, was the younger brother of Hon Simon Achidi Achu, who was appointed Prime Minister after the first multiparty legislative elections on March 1, 1992, that the SDF boycotted. The problem was seemingly due to the order of the names of the senor civil administrator, who instead decided to place the family name, Achu, in the middle. And so instead of George Mofor Achu, he was instead known as George Achu Mofor. There are cases like that. Take the case of Yaounde based university don and political scientist, Eric Owona Nguini, son and next – of – kin of late Prof Joseph Owona. Instead of his order of names being Eric Nguini Owona, he opted to place the family name in the middle, and is thus instead known as Prof Eric Owona Nguini.

Meanwhile when George Achu Mofor resigned as Governor of the East Province with a clear conscience, he initially had no intention to leave the country. He did not think that he committed any crime to resign from the high office of Governor, over the conduct of   the presidential election. As a democrat, he could not condone fraudulent election. Let’s take note that Achu Mofor resigned from the post of Governor. He did not resign from the Cameroon public service. It should also be noted that he did not immediately leave Bertoua, after resigning as Governor.

PM Achi Achu Who Was Mad With Rage, Invited His Younger Brother To Yaounde

Following Achu Mofor’s resignation, his big brother, Simon Achidi Achu, was mad with rage, as he considered it a big embarrassment to him as Prime Minister. That was probably the first time in Cameroon that a Governor resigned from his post, more so, in protest over rigged presidential election.  It was also after that resignation, that many members of the regime who were taken aback that a Cameroonian could resign from the prestigious high office of Governor, started making more findings about Achu Mofor, and then got to know that he was more so the junior brother of the Prime Minister.

Meanwhile, the infuriated Prime Minister Achdi Achu, called his junior brother, Achu Mofor, in Bertoua, and asked him immediately come to Yaounde. It is not clear what he wanted to do. It should be noted that Achu Mofor like his big brother, Achidi Achu were all BOBANs. That is, ex –students of the reputed Cameroon Protestant College, CPC Bali, Mezam Division, Northwest Region. After Achu Mofor resigned as Governor and Achidi Achu invited him to Yaounde, some BOBANs in high places in Yaounde, got to Achu Mofor and advised him not to come to Yaounde, for the regime was very angry with him, especially considering that his resignation was a protest of the rigged presidential election. The BOBANs warned him that though Achdi Achu was Prime Minister, he would not be able to protect him from the wrath of the regime against him.

Acha Mofor Finally Flee From Cameroon

George Achu Mofor followed the advice of the BOBANs, and did not travel to Yaounde. The BOBANs were right. Even Bertoua soon became too hot for the former Governor to stay. The noose was tightening around him, he felt his life in danger, and had to go underground. While underground, he realized that the only way for him to stay alive, was to leave the country. Suffice to say Achu Mofor finally succeeded to sneak out of the country, and travelled to the United States of America, where he settled.

Pa George Achu Mofor who was born on March 22, 1939, passed away on January 20, 2025. MAY THE SOUL OF THE NATIONALIST, PATRIOT AND DEMOCRAT, REST IN PEACE

Your, Excellency,

EXERCISE OF MY DUTIES

I have the honour to draw your high attention  to the following facts which make it difficult, if not impossible, for me to continue to perform my duties as Governor of the East Province, a responsibility you entrusted to me some eighteen months ago (March 1991).

  • You remember that last year, I forwarded to you a copy of a letter addressed to the Minister of Territorial Administration who, for reasons other than administrative, was doing everything possible to jeopardize the normal exercise of my duties. A copy another letter was sent to the Secretary of State for Defence, in connection with the deplorable conduct of the Legion Commander of the Gendarmerie whom you transferred two months ago, bore ample testimony to the harm which my boss did to my authority.
  • Ever since, I have been subjugated to pressure of all types, notably from my boss, who has not missed any opportunity to draw my attention to my alleged affiliations with the opposition. That his attitude towards me is not due to any breach of duty on my part, but on purely political considerations, is evidenced by the excellent report he made on me last year (19.5 /20). For this reason, you advised ne during your visit here in September last year that I should continue to do my work objectively and not to listen to what people say. I wish to seize this opportunity to express my gratitude for this advice and the confidence bestowed on me during this period, and the fact that you have not personally exercised any undue influence on me. I cannot say this of all members of Government, and some of whom have done so directly or otherwise.
  • Inspite of the above, I have been the subject of systematic blackmail to force me to change my attitude to serve all my subjects impartially, without fear or favour, or based on political, ethnic or religious considerations as some people want.
  • As a nationalists, a patriot, and an avowed democrat, I adhered totally on your accession to power, to your policy of stringency, moral rectitude and democratization of our society and expressed this in a memorandum sent to you in 1990, in which I took a clear stand for democracy, followed by concrete proposals on democratic and constitutional reforms, some of which have been adopted.
  • The “last straw that has broken the camel’s back” is the organization and the conduct of the last presidential election of 11 – 10 – 92, I feel very concerned about the fact that there is over the overwhelming evidence of foul play and fraud in the said elections through legislation, regulation, registration of voters, un-equitable treatment of candidates and voters, the conduct of the polls and the verification of the results.  This has been reported by members of the public, foreign observers, etc. My attention has been drawn to some of the irregularities in my province. But Governors were not directly involved in the conduct of the election. It was therefore very difficult, if not impossible, to change the course of events. Let me draw your attention to the fact that I did not find it in accordance with my conscience to implement the instructions of the Minister of Territorial Administration given during the last extraordinary Governor’s conference of 28 September 1992. By these we were instructed to do everything fair and foul to ensure at least a 60 % victory for the CPDM party candidate in our provinces.  This subjected us, as he insisted to “un obligation de resultat”. Furthermore, we were to be appraised thereafter on this basis. To assist us in this task, a six page document issued by the UDC Party on Techniques of Electoral Fraud was distributed to us. As another example of blackmail and influence, he issued to us a second document entitled MAJORITE PRESIDENTIELLE by which the prison staff about 5,000 strong, was requested to support your candidature to show gratitude for the recent regulation you adopted relating to working conditions for them, and that in case of your victory, the disciplinary measures taken against some of them during the last strike, would be reviewed.

We have been instructed to execute the exceptional security measures taken by the Government to ensure that all citizens accept the results, and to severely repress any acts of violence resulting from discontent following their declaration. I do not think I would be in a position to enforce such orders that could lead to bloody confrontation between the forces at my disposal, and citizens who are convinced that they have been deprived of their rights.

Taking into account the above facts and considerations, I feel strongly that it is not in accordance with my conscience, my duty to the people of this province in particular and of Cameroon as a whole, who are aspiring to a real democratic society where Human Rights and the Rule of Law are respected, to continue to serve your government in this capacity.

This said, I therefore tender my resignation as Governor of East Region.
