In Presenting The Well Deserved Award, The Organization Clearly Outlined How CSPH Under OKIE’s Management, Has Recorded Positive Results In The Four Criteria Used In Assessing Public Service Excellence.

On Thursday, June 25, 2026, the «Collective Republicain des Directeurs de Publication», CRDP, (Republican Group of Newspaper Publishers), presented its prestigious annual “Golden Award 2026” to the General Manager of Hydrocarbon Prices Stabilization Fund (HPSF), OKIE JOHNSON NDOH. The award was in recognition of OKIE’s outstanding performance in management of the State corporation, especially the reforms considered pivotal to the regulation and stabilization of the oil market, that have been carried out by the corporation under his management, in line with the directives given by the President of the Republic, HE PAUL BIYA.
The ceremony to handover the prestigious award, took place at the headquarters of the Hydrocarbon Prices Stabilization Fund commonly known as CSPH, in the nation’s capital, Yaounde. It was attended among others by the Deputy General Manager CSPH, Madam OBAM DIANE VALERIE, senior management staff of the corporation, as well as members of a high level delegation of CRDP, led by its National President, Madam ENGOME GRACE.
OKIE’s Praise Worthy Performance
Handing over the award, the CRDP hailed the strategic direction that CSPH has taken under OKIE’s management, including the laudable reforms he has initiated, noting that they have all helped to strengthen the resilience of the national oil supply system, and avert potential economic strains. Furthermore, the Republican Group of Newspaper Publishers, highlighted the fact that under OKIE’s tenure, CSPH’s institutional standing has been boosted, together with organizational growth characterized by an expansion of the corporation’s mandate, and the strengthening of its structural framework.

In his acceptance speech, the General Manager of CSPH, OKIE JOHNSON NDOH, expressed his gratitude to the CRDP, highlighting, as well as appreciating, the organization’s clear understanding of the CSPH’s technical operations. He attributed the achivement recorded by his management, first to the vision of the President of the Republic, HE PAUL BIYA, and also to the collaboration of State authorities.
In his characteristic show of humility, the spirit of team work, and the constant encouragement of his collaborators, OKIE dedicated the prestigious «Golden Award 2026», to the entire staff of the Hydrocarbon Prices Stabilization Fund. « This award I am receiving today is not just for OKIE JOHNSON NDOH, but for the entire CSPH team», the General Manager declared «We work in a spirit of cohesion and collective responsibility. Every staff member has contributed to this achievement», he further stated.
Turning to the CRDP National President, ENGOME GRACE, the General Manager of CSPH praised her leadership, describing it as a model of commitment and inclusivity: « Your leadership reflects the national drive to promote gender equality and responsibility within professional organizations. We thank you for this thoughtful gesture », the General Manager added.
Worthy pf note that the Douala based National President of CRDP,Engome Grace, is one of the very few female newspaper publishers in Cameroon. She is also into charity works.

Award Is Not A Publicity Stunt, But A Recognition Of Results
It should be noted that when the «Collective Républicain des Directeurs de Publication» (CRDP), presents its 2026 Golden Award to Okie Johnson Ndoh, General Manager of CSPH, it is not meant to be a publicity stunt. Rather, It is a recognition of results of four criteria used to measure or assess public sector excellence.
An Analysis By CRDP
I) CRITERION 1: OPERATIONAL INNOVATION—THE ART OF ANTICIPATING CRISES
Expected Indicator: Establishing control and anticipation mechanisms to secure the supply chain.
CSPH Achievement: The creation of regional monitoring units.
In practical terms, the CSPH deployed regional units directly to petroleum depots. Their mission: real-time stock monitoring and control. Gone are the days of remote management and delayed information reporting.
The Impact: Twofold.
1. Guaranteed product availability across the entire country, even during periods of international tension.
2. Elimination of artificial shortages caused by hoarding and speculation.
Result: Citizens in both Maroua and Kribi are for example, assured of finding fuel at the official price. That is what operational innovation looks like or means.

II) CRITERION 2: TERRITORIAL DEMOCRACY—BRINGING THE STATE CLOSER TO THE PEOPLE
Expected Indicator: Reducing geographical disparities in access to energy at state-regulated prices.
CSPH Achievements: Two major strategic projects.
A. Rural pilot service stations: Financing and supporting stations in remote, hard-to-reach areas. A concrete example: Minta, in the Upper-Sanaga Division.
B. Local LPG filling Centers: A massive investment of 6 billion CFA francs to establish centers in Kumba and Bamenda.
The Impact: Strategic. Result A: Rural populations no longer depend on black-market re-sellers. They are supplied at the official price. An end to local monopolies.
Result B: Decentralization of domestic gas storage. A direct result is the reduced use of firewood; serving as a lever to curb desertification.
Under OKIE JOHNSON NDOH NDOH,CSPH is expanding beyond Yaoundé, becoming an agent of territorial equity.

III) CRITERION 3: MODERNIZING GOVERNANCE—THE POWER OF DIALOGUE
Expected Indicator: Establishing social dialogue, sectoral consultation, and proactive crisis management.
CSPH Achievement: Negotiation and quota flexibility.
Faced with import pressures and the risk of shortages, the General Manager chose dialogue over confrontation. Direct discussions were initiated with the Petroleum Professionals Group (GPP) to ensure a collaborative approach to quota allocation.
Impact: A Measure For Stability.
Avoidance of market boycotts that would have paralyzed the country.
Securing the national supply, as stakeholders feel heard and involved.
This demonstrates that a strategic sector can be modernized not by tearing things down, but by building together with all parties.

IV) CRITERION 4: FINANCIAL PERFORMANCE—REVITALIZING PUBLIC ACCOUNTS
Expected Indicator: Financial recovery, cost optimization, and the creation of public value.
CSPH Achievement: Comprehensive operational optimization.
Rigorous cost management. Process control. Combating revenue leakage.
Impact: Quantifiable and Dramatic.
The CSPH posted a robust net profit of nearly 13 billion CFA francs. This represents a historic turnaround, especially when compared to the heavy losses recorded during periods of peak global fuel subsidies.
A powerful policy message: A public enterprise can be socially beneficial AND financially well-managed. This is the hallmark of a true public sector leader.
