  CPDM elite, Prof Edmond Biloa, has disclosed that in 1991, President Paul Biya sent the current Minister of Communications, Rene Emmanuel SADI, to Nigeria, with a message to the former Prime Minister of Cameroon, Bello Bouba Maigari, who was on self-exile in the neighbouring country, to return home. Prof Biloa said when Sadi travelled to Nigeria and met Bello Bouba, he accepted to return to Cameroon, but complained that he did not have the means to return. According to the CPDM elite, Sadi returned home and presented his report to President Biya, who sent him back to Nigeria to give Bello Bouba the means to return to the country. And that was how Bello Bouba returned to the country.

The CPDM elite, Prof Edmond Biloa, made the disclosure during a panel discussion over Info Tv in Yaounde, on Sunday, August 24, 2025. To be precise, it was during the flagship programme of Info Tv, known as ‘Libre Expression’ which comes up on Sundays.

Worth noting, that President Biya sent the message to his his former Prime Minister, Bello Bouba Maigari, to return to the country, after he signed the Amnesty Law that opened the door to all those Cameroonians who were out of the country on exile, to freely return home.

Relationship Between Biya – Bello, and Biya – Tchiroma, Not The Same

Meanwhile, the CPDM elite, Prof Edmond Biloa, pointed out that Paul Biya and Bello Bouba has a long relationship, that is, very much different from the type of relationship Biya had with Issa Tchiroma Bakary.  The CPDM elite recalled that Paul Biya and Bello Bouba were both senior members of the Ahidjo regime. Biya rose to post of Prime Minister, while Bello Bouba rose to the post of Deputy Secretary General at the Presidency. Above all, Bello Bouba Maigari was Paul Biya’s first Prime Minister, when Biya became President of the Republic in November 1982. Then in 1997, Paul Biya’s CPDM and Bello Bouba’s UNDP signed an alliance, which among other things led Bello Bouba and some of his UNDP comrades to enter Biya’s Government. Bello Bouba was in Government until a couple of weeks ago, when he resigned to run for the October 12, 2025 presidential election. This means that Bello was in Government for over 25 long years.

Prof Biloa thus noted that Biya and Bello Bouba have a long relationship that any of them cannot normally treat the other with disrespect, or just say anything about the other. Even with the end of the CPDM – UNDP Alliance, as well as with Bello Bouba’s resignation from Government, Prof Biloa said he believe that if President Biya invites Bello Bouba to the Presidency, Bello will honour the invitation. “What I cannot say, is whether Bello Can accept to withdraw from what he has started (the presidential election race), if President Biya were to ask him to do that.  I am not sure of that”, Biloa said.

The Resignations Of Bello Bouba And Issa Tchiroma From Gov’t

It would be recalled that when the National President of FSNC, Issa Tchiroma Bakary,  indicated that he was about to resign from Government, he went right ahead on June 24, 2025 and handed his resignation letter to the Prime Minister, since he complained that it had become impossible to get to President Biya for a long time. But Bello Bouba’s own way was different. Even after declaring his candidacy for the 2025 presidential election on June 28, 2025, Bello Bouba unlike Issa Tchiroma, did not immediately resign from Government. He hung on for quite a while, though sources said his presence in the office as Minister of Tourism and Leisure, became very irregular. But the confusion got to a point where the media started wondering aloud, whether Bello Bouba would run in the 2025 presidential election, while still being in Biya’s Government.

When a foreign media organ asked Bello Bouba about his resignation from Government, he said he would resign and that his resignation letter would be handed to the person who appointed him into Government.  In fact Cameroonians only knew that Bello Bouba had finally resigned from Government, when the Minister of Agriculture and Rural Development, Mbairobe Gabriel, was recently designated to double as Interim Minister of Tourism and Leisure, which meant that he had temporary replaced Bello Bouba in the ministerial post.

It should also be noted that the FSNC leader, Issa Tchiroma Bakary, has made a number of strong declarations against the Biya regime after his resignation from Government, in explaining to the Cameroonian people why he was forced to resign from Government, and how bad the regime has become. Bello Bouba has so far not made any criticism of the regime or President Biya, to justify his resignation from Government. And he is very likely not to do that.  It would be recalled that when the media asked Bello if he would resign from government, following the declaration of his candidacy for the 2025 presidential election, he said he would resign, in order to focus on his election campaign. So that was tacitly the reason he public advanced for having to resign from the Biya Government.

Bello Bouba Was Pushed To Resign    

It is no secret that it was the base of the UNDP that pushed the party’s National President, Bello Bouba Maigari, to finally accept that the party should end the alliance with the CPDM.  This happened on June 28, 2025 when an enlarged meeting of the Central Committee of the UNDP, designated Bello as the party’s candidate for the 2025 presidential election, and he accepted. As the National Communication Secretary of UNDP, Maidadi Saidou, declared over Vision 4 Tv in Yaounde, back in 2018, some members of the Central Committee of the UNDP had pushed for an end to the alliance between the party and the CPDM. But the National President of UNDP, Bello Bouba, resisted, and the party went on to support Biya’s candidacy at the October 7, 2018 presidential election.

The National Communication Secretary of the UNDP, Maidadi Saidou, disclosed before the June 28, 2025 enlarged Central Committee meeting of the party in Yaounde, that in 2018, he supported the position of the National President of UNDP, Bello Bouba, for a continuation of the alliance between UNDP and CPDM.  He said he was one of those that worked so hard to convince the other comrades who were against the continuation of the CPDM – UNDP Alliance, to allow it to continue. But he said even he too was now against the continuation of the alliance, and that the pressure on Bello Bouba in the party to end the alliance, had also become so strong.

One thing to get from all these ,is that  President Biya  knows that Bello Bouba was forced into  ending the CPDM –UNDP Alliance, and was equally forced to be the party’s presidential candidate. That is definitely why except for a few cases caused by some overzealous fellows like what a DO did in Maiganga last week, when he used his vehicle to try to block the way for Bello Bouba’s campaign caravan, the Biya regime has not been aggressive against Bello Bouba and his UNDP, since the end of the CPDM – UNDP Alliance, and Bello’s resignation from Government.

It should be noted that Bello Bouba or the UNDP, did not issue any communiqué, after the incident in Maiganga, Adamawa Region.  A communiqué purportedly signed by Bello Bouba Maigari, that went viral, and in which the UNDP leader was said to had warned as well as blasted the Minister of Territorial Administration, Paul Atanga Nji, after the Maiganga incident, was dismissed as fake in a communiqué that was issued later by the Secretary General of UNDP, Senator Dr Pierre Flambeau Ngayap.  Worth noting, that Senator Ngayap is also the Spokesperson of the UNDP’s presidential candidate, Bello Bouba Maigari.

Meanwhile, Prof Charlemagne Messanga Nyamnding, a staunch Biya supporter who refers to himself as a ‘Biyaist’, who was also a member of the aforementioned panel discussion over Info Tv on Sunday, August 25, 2025, also made an interesting revelation. Prof Nyamnding, disclosed that during a visit to Senegal, he took time off to visit Mrs Germiaine Habiba Ahidjo, the wife of late former President, Ahmadou Ahidjo. He disclosed that Madam Ahidjo who knew the relationship he had with President Biya, gave him a letter to give to the President on his return to Cameroon. He said he humbly handed the letter to President Biya, immediately he returned to the country. Prof Nyamnding said Madam Ahidjo unfortunately passed away in Senegal, seven months later.

Prof Charlemagne Messanga Nyamnding however refused to disclose the content of the letter, arguing that he has the responsibility to maintain reserve, and that all he could say was that Madam Ahidjo wanted to return home. He also muted the fact that Madam Ahidjo was not happy with her children back in Cameroon, but said he would also not get into that.
