On December 31, 2025, President Biya Told Cameroonians That He Would Appoint A New Gov’t In The “Coming Days’. Till Date, Nothing! The Failure To Appoint A New Gov’t More Than Nine Months After The October 12, 2025 Presidential Election, Gives Room To These Fake Appointments Of New Gov’ts On The Social Media, With All The Anxiety And Confusion They Create.
Since the rebirth of multiparty politics in Cameroon from 1990 – 91, with the first multiparty presidential election in October 1992, President Biya who has been in power for a scandalously long period of 43 years, have made it a tradition that when a presidential election holds in the month of October, a new government is appointed before the end of that year. Before now, the only exception was the 2018 presidential election. After the October 7, 2018 presidential election, President Biya did not appoint a new Government before the end of that year. However the delay was not long, as he appointed a new Government headed by Chief Dr Joseph Dion Ngute as Prime Minister and Head of Government, on January 4, 2019.
But for over nine months today since the last presidential election held on October 12, 2025, President Biya has not yet appointed a new Government. This is unprecedented in his long period as President of the Republic. In his last new year address to the nation in the evening of December 31, 2025, President Biya told the Cameroonian people, that a new government was to be appointed, or put in place, in the ‘coming days’. Seven months after, nothing has happened. Worse still, there has been no official explanation for the persistent failure or delay by the President to appoint a new Government. This has led to all sorts of speculations especially on the social media, with President Biya being seen by many people as no longer in control.
The persistent failure by President Biya to appoint a new Government, has also given room to the ‘appointment’ of several fake governments on the social media purportedly by President Biya , with all the anxiety and confusion that they create in many people.
‘Facebook Government,’ Or Social Media Government
Militants of the ruling CPDM Party, call these fake governments ‘appointment’ by some unscrupulous persons on social media, as ‘Facebook governments’, which is a mockery. But the thing has even gone beyond the social media. It would be recalled that recently a young man went to the State broadcaster, CRTV, with a copy of a fake presidential decree, in which President Biya purportedly appointed one of his close collaborators, Oswald Baboke (Deputy Director of Civil Cabinet at the Presidency), as Vice President of the Republic. Investigation is said to be going on, to identify those behind what some members of the regime term, an attempted coup d’etat.
Meanwhile, the creation of fake governments (‘Facebook governments’) in Cameroon, on the social media , took a new dimension early last week, precisely on Monday , July 20, 2026, when three new governments, purportedly appointed by President Biya, appeared on the social media. To show how fake these things are, all the three so called new governments purportedly appointed by President Biya, had different Vice Presidents, and Prime Ministers.
Dieudonne Evou Mekou As Vice President, Ibrahim Talba Malla As Prime Minister
One of the three ‘Facebook governments’ that was created on Monday, July 20, 2026, definitely by amateurs in the domain of fake, had Dieudonne Evou Mekou as Vice President of the Republic, and Ibrahim Talba Malla as Prime Minister and Head of Government. The current Minister of State Property and Land Tenure, Henri Eyebe Ayissi, was in the ‘Facebook government’ as Minister of State, Secretary General at the Presidency, while the current Minister Delegate at the Presidency in charge Defense, Joseph Beti Assoumou (a former Governor), was ‘appointed’ Minister of State, Minister of Territorial Administration. Jean Claude Awala Wodougue was ‘appointed’ Minister of Justice and Keeper of the Seals, with Christopher Foe Ndi as Minister of Finance, and Prof Viviane Ondoa Biwole as Minister in charge of Supreme State Control. Francois Bolvine Wakata, was ‘appointed’ Minister of Mines and Exploitation of Natural Resources, while Prof Roger Antoine Tsafack Nanfosso as Minister of National Education, and Prof Remy Magloire Etoa as Minister of Higher Education.
Three persons from the communication sector were also ‘appointed’ as members of the ‘Facebook government’. Jean Claude Otou as Minister of Communication, with Sam Severin Ango as Secretary of State in the Ministry of Communication, and Government Spokesperson, while Mirelle Fomekong Ayangma was ‘appointed’ Minister of Tourism and Leisure. Bertrand Owona Ndi was ‘appointed Director of Civil Cabinet at the Presidency, with Carine Andela as Deputy Director of Civil Cabinet. The current Deputy Secretary of the Central Committee of the CPDM, Gregoire Owona, was ‘appointed ‘Secretary General, to replace Jean Nkuete.
Two Opposition Leaders Appointed / Anglophone CPDM Elites, Sidelined
In the above “Facebook government’ that was created on July 20, 2026, two prominent leaders of the opposition, that are also members of the National Assembly, were ‘appointed’. The National President of PCRN, Hon Cabral Libii Ngue, was ‘appointed’ Minister of Youth and Sports, while the National Chairman of the SDF, Hon Joshua Nambangi Osih, was ‘appointed’ Minister Transport.
Prominent economist, Vera Songwe, of the Civil Society, was ‘appointed’ as Minister, Special Adviser to the Prime Minister and Head of Government, on Economic Affairs.
Meanwhile, Anglophone CPDM elites, or better still CPDM elites of the Northwest and Southwest Regions, were sidelined in the creation of the above ‘Facebook government’, which was predominantly a Beti affair. The current Minister of Territorial Administration, Paul Atanga Nji , was ‘appointed’ to the inferior or junior post of Minister Delegate at the Presidency in charge of Relations with Parliament, while Charles Mbella Moki and Bonny Dashaco were ‘appointed’ Ministers of Special Duties (Ministers without Portfolios).
The current Prime Minister and Head of Government, Chief Dr Joseph Dion Ngute, was ‘appointed ‘Grand Chancellor of the National Order.
Why This ‘Facebook Government’ Was Appointed By Amateurs
Meanwhile, there is no doubt that the above ‘Facebook government’ was appointed by amateurs in the creation of fakes. Those considered as professionals in the creation of fakes, make fakes look genuine. But just looking on the first two ‘appointments’ on the list of the above ‘Facebook government’, that was appointed on July 20, 2026, any keen political observer will immediately realized it is fake, because things cannot happen that way, even though nothing seems impossible as far as President Biya or the Biya regime is concern.
The posts of President of the Republic, President of the Senate, President of the National Assembly, President of the Economic and Social Council, President of the Constitutional Council, and President of Supreme Court, are all in the hands of Francophone Cameroonians, with only the post of Prime Minister and Head of Government in the hand of an Anglophone. So even though President Biya or his regime is what it is, it is simply impossible that he and his regime can go to the extent of appointing Francophone to occupy the revived post of Vice President of the Republic, and appoint another Francophone to occupy the post of Prime Minister and Head of Government. What looks certain is that in the long awaited appointments by President Biya, an Anglophone will either be appointed as Vice President, or the post of Prime Minister remains in the hands of Anglophones

A New ‘Facebook Gov’t’ Appointed By Professionals
From all indications, one of the ‘Facebook governments’ that was appointed on July 20, 2026, seemed to have done by professionals in fakes, or by people who actually know how President Biya appoints a new Government or reshuffles the cabinet. From the face value, this so called new government looks genuine in many ways. What makes it fake is the fact that, it is in reality a fake.
Meanwhile, below is the list of the purported new government, is the name and contact of a popular Cameroonian born whistle blower and influencer, Paul Chou ta, who is based in Germany. But so far there is no concrete evidence or certainty that the fake government was put out by Paul Chouta, who so far is not known to have reacted to the release, titled, ‘SCOOP EXCLUSIF’, that is, EXCLUSIVE SCOOP. The names on the lists, are said in an explanatory note to be names that have leaked from a list of a new government, that President Biya has allegedly put together in Switzerland where he has reportedly being on “a brief private visit” for several weeks now. The information or list of the ‘new government’ is presented as ‘ultra – confidential’.
One of the aspects of professionalism seen in the appointment of this ‘Facebook government’ is that, the Vice President does not feature in the government, which is right. President Biya will definitely appoint the Vice President of the Republic, apart. The Vice President cannot be appointed in a Government headed, at least on paper, by the Prime Minister. As for posts of Secretary General at the Presidency and the Director of Civil Cabinet at the Presidency who both have the rank of ministers, President Biya always appoint them at the same time as members of Government, but with separate presidential decree.
Mbayu Felix As PM, And Baboke Oswald As SG At The Presidency
Meanwhile, the current Minister Delegate at the Ministry of External Relations, Mbayu Felix, was ‘appointed’ Prime Minister and Head of Government, in the above purported ‘Exclusive Scoop’ that was released on July 20, 2026, with the current Minister of Agriculture, Mbiarobe Gabriel maintained in the same office, but promoted to the rank of senior minister (Minister of State). In the same ‘Facebook government’, the current Secretary General at the Presidency, Ferdinand Ngoh Ngoh, who is a Minister of State, was ‘appointed in the new ‘Facebook government’ as Minister of State, Minister of Territorial Administration, while the current Minister of Territorial Administration, Paul Atanga Nji, was ‘appointed’ as Minister of Communication and Government Spokesperson. The current Director of Civil Cabinet at the Presidency, Mvondo Ayolo Samuel, was ‘appointed Minister Delegate at the Presidency in charge of Defence, while the current Deputy Director of Civil Cabinet, Baboke Oswald, was ‘appointed Secretary General at the Presidency with rank of minister, and Bidzang Martin ‘appointed Director of Civil Cabinet with rank of minister.
Daughter Of Late Former President Ahmadou Ahidjo
The current Minister of Higher Education, Jacques Fame Ndongo, was ‘appointed’ Minister of External Relations, with the current Minister of Secondary Education, Nalova Pauline Egbe becoming Minister of Higher Education. The current Secretary General at the Prime Minister’s Office, Fouda Seraphin Magloire, was ‘appointed’ Minister of Secondary Education, while the current Board Chair of the Yaounde Conference Centre, Animatou Ahidjo (daughter of former President Ahmadou Ahidjo) was ‘appointed’ Minister of Basic Education. The current Minister Delegate at the Presidency in charge Defence, Beti Joseph Assomo, was ‘appointed’ Minister of Justice and Keeper of the Seals, with Dong Soumeth Benoit , appointed Minister of Public Works, with the current General Manager of Douala Port Authority, Ngo’o Cyrus appointed Minister of Public Service and Administrative Reforms, and Titi Pierre ‘appointed’ Minister of Transport.
The current General Manager of the Hydrocarbon Stabilization Fund, Okie Johnson Ngoh, was ‘appointed’ Minister of Forest and Wildlife, while the current Minister of Public Health, Manaouda Malachie ‘appointed’ Minister of Tourism and Leisure, and the current Governor of the Far North Region, Midjiyawa Bakary, appointed Minister of Public Health.
The current Governor of the Southwest Region, Okalia Bilai Bernard, was ‘appointed’ Secretary of State in the Ministry of Defence in charge of the National Gendarmerie, while Minko Minko Abel was ‘appointed’ Delegate General of National Security, and Fru Jonathan ‘appointed’ Minister Delegate at the Ministry of External Relations in charge of Common Wealth. Ebang Mve Urbain Noel was ‘appointed’ Secretary General at the Prime Minister’s Office with rank of minister.
The current Minister of State, Minister of Justice and Keeper of the Seals, Laurent Esso, was ‘appointed Secretary General of the Central Committee of the ruling CPDM, with rank of minister.
‘New Faces’ To Enter Government
The third ‘Facebook government’ that was made public on July 20, 2026, was incomplete. The list was however said to feature only the names of the Vice President of the Republic, and new faces to enter government. So in fact, it was not an already appointed ‘Facebook government’. Rather, it was said to be the list of new faces in a purported new government that President Biya was about to appoint. According to information of the list, the current Secretary General at the Presidency, Ferdinand Ngoh Ngoh, will be ‘appointed’ Vice President of the Republic.
The new faces to enter the purported new government (Facebook government), include: Albert Fatabong Njoteh, another Southwesterner, to be ‘appointed Prime Minister and Head of Government. The current Board Chair of the Telephone Regulatory Board, Justine Diffo, to be ‘appointed’ Minister of Small and Medium Size Enterprises. Ayem Mauger, to be ‘appointed’ as Minister of Economy, Planning and Regional Development. The current Deputy Secretary at the Presidency, Elung Paul Che, to ‘appointed’ Minister of Energy and Oil. The current Wouri SDO, Mvogo Sylvac Marie, to be ‘appointed’ Minister of Territorial Administration. The current Mayor of Bangante, Eric Niat, to be ‘appointed’ Minister of Housing and Urban Development, Andrien Kouambo (former Minister Delegate and Ambassador), to be ‘appointed’ Minister of Public Works. The current General Manager of CAMWATER, Blaise Moussa, to be ‘appointed’ Minister of Resources and Water. The current Director General of ENAM, Bertrand Angoula, to be ‘appointed Minister of Sports and Physical Education.
