92 Year Old President Biya Grabs Another Mandate

The official result of the October 12, 2025 presidential election that was proclaimed by the Constitutional Council headed by Clement Atangana, on Monday, October 27, 2025, was a confirmation of the report of the National Commission for the General Tally of Votes headed by Emile Essombe (a member of the Constitutional Council), which ended its work a week earlier. Thus the official result was not new. Whatever the case, the result showed that 92 year old incumbent candidate, Paul Biya (born in March 1933), who has clung to power in Cameroon since November 6, 1992, that is, for close to 43 years, again grabbed another seven year mandate in a Cameroon that the regime has since brought to its knees. The official result proclaimed yesterday shows that Paul Biya of the ruling CPDM came first, having received a total of 2,474,179 (Two million, four hundred and seventy four thousand, one hundred and seventy nine) votes, scoring 53.66 % of the valid votes that were registered in the election. In the second position is Biya’s former minister, Issa Tchiroma Bakary of FSNC, who, according to the official result, received a total of 1,622,334 (One million, six hundred and twenty two thousand, three hundred and thirty four) votes, a score of 35.19 %. In the third position is Hon Cabral Libii Ngue of the PCRN, who received a total of barely 157,568 (One hundred and fifty seven thousand, five hundred and sixty eight) votes, a score of 3.41 %. In fact the October 12, 2025 presidential election, turned out to be a race between major candidates, President Paul Biya and his former minister, Issa Tchiroma Bakary.

It should be noted that the Constitutional Council in early August validated the candidacies of a total of 12 persons for the October 12, 2025 presidential election. The 12 candidates in alphabetical order were: 1) ATEKI SETA CAXTON of PAL. 2) BELLO BOUBA MAIGARI of UNDP. 3) BIYA PAUL of CPDM. 4) BOUGHA HAGBE JACQUES of MCNC. 5) ISSA TCHIROMA BAKARY of FSNC. 6) IYODI HIRAM SAMUEL. 7) KWEMO PIERRE of UMS. 8) LIBII LI NGUE CABRAL of PCRN. 9) MATOMBA SERGE ESPOIR of PURS. 10) MUNA AKERE TABENG of UNIVERS. 11) OSIH JOSHUA NAMBANGI of SDF. 12) TOMAINO HERMINE PATRICIA epse NDAM NJOYA of UDC. It should be noted that along the line, Muna and Ateki withdrew their candidatures from the election, to support Bello Bouba Maigari. But Elections Cameroon, ELECAM, still put the ballot papers of Muna and Ateki in the polling stations on the voting day. And so they ended up still receiving some votes, and ELECAM as well as the Constitutional Council, still considered them in the official result of the October 12, 2025 presidential election, as candidates.
President Biya’s Reaction To His Re-election
Below is the English version of Paul Biya’s reaction by a social media post, to his re-election as President of the Republic, following the proclamation of the official result of the October 12, 2025 presidential election, by the Constitutional Council, on October 27, 2025:

MESSAGE TO CAMEROONIANS
At this point in time when the sovereign people have once again placed their trust in me for a new term of office, my first thoughts are with all those who have unnecessarily lost their lives, as well with their families, as a result of the post-election violence.
I fathom the weight of the responsibility that has once again been entrusted to me and the great expectations of my compatriots, particularly those of young people and women.
With the presidential election behind us, I sincerely hope that, together, we resolutely undertake to build a peaceful, united and prosperous Cameroon. We really owe this to our beloved and beautiful country.
As President of all Cameroonians, I would like to commend all those who took part in the electoral process that makes Cameroon a true democracy.
I wish to particularly extend my sincere thanks to all the voters who chose me.

Governor Confirms The Death Of Four Of Persons, Following Protest Demonstration In Douala
The Governor of the Littoral Region, Samuel Dieudonne Ivaha Diboua, confirmed that a total of four persons died following a protest demonstration which turned violent, in some parts of the nation’s economic capital, Douala, in the late afternoon of Sunday, October 26, 2025. The protest demonstration by some groups of youths which started at the Moslem dominated New Bell Quarter in Douala II, and then extended to some neighbourhoods, was a respond to the call that was made by Issa Tchiroma Bakary, the FSNC leader and candidate of the October 12, 2025 presidential election, who proclaimed himself winner of the election, in an address to his supporters, in the night of Monday, October 13, breaking Tuesday, October 14, 2025. On Saturday, October 25, Issa Tchiroma in an audio and video message, called on his supporters across the country to take to the streets as from 3 pm on Sunday, October 26, to protest against attempts to steal their victory, and to call on the Constitutional Council which scheduled to officially declare the result of the October 12 presidential election on Monday, October 27, 2025), to respect the verdict of the ballot box, which according to him, gave him victory
However, it is not clear how the protest demonstration turned violent. The protest demonstration started with groups of youths, supporters of Issa Tchiroma, singing praises for Tchiroma whom, they referred to as the new President of Cameroon, and asking President Biya to pack and leave the Presidency. But according to a two page official declaration which the Governor of the Littoral Region, Samuel Dieudonne Ivaha Diboua, issued in Douala in the evening of Sunday, October 26, 2025, the groups of youths whom he said were responding to an irresponsible call, by a candidate of the October 12 presidential election, were acting under the influence of drugs. The Governor said some of the individuals in the protest demonstration, attacked the Gendarmerie Brigade at Nkoulouloum, and also the 2nd Police District. He said the objective of the assailants, was to steal arms and burn down the Gendarmerie Brigade and Police Office. The Governor said: “In the exchange that followed, several elements of the security forces were injured, and four persons unfortunately lost their lives”. He did not give the identities of the four persons, or say whether they were civilians or elements of the Forces of Law and Order. However those killed were all civilians, though their identities could not be immediately known. It should also be noted that a police vehicle was burnt.

Investigation Opens, To Identity Instigators And Actors Of October 26 Violence, For sanction
The Governor of the Littoral Region, Samuel Dieudonne Ivaha Diboua, has expressed his condolences to the families that lost their love ones, in the violent protest demonstration that occurred in Douala on Sunday, October 26, 2025. He has strongly condemned what he terms the premeditated violence, which he said posed a breached to public order and security. The Governor has disclosed that investigation has been open into the unfortunate incident of Sunday, October 26, to identify the instigators and actors of the violence, and that they will all be dragged to court to face the full weight of the Law. The Governor has also called for collective responsibility in maintaining peace and public order in Douala. He has as well called on parents to put their children under control, and caution them to stay away from political manipulation. The Governor has issued a stern warning that any group or individuals that will try to perpetrate any act of violence in Douala again, will be mercilessly dealt with. The Governor has called on the population of Douala, to continue to strive to embrace peace, and go about their normal daily activities without any fear.
Tension Remains High In Douala, But The Post – Election Violence Has Remained Limited To Some Particular Quarters
Despite the several arrests that were made on Sunday, October 26, Monday, October 27 was still a very rough day in some parts the economic capital, Douala, especially in the Moslem dominated New Bell Quarter in Douala II, which is actually the center of the post –election violence in Douala. Some Bamileke –dominated quarters like Brazzaville, Teregal, Newtown Aeroport, Bepanda, some parts of ‘Village’, as well as Yassa with a high Moslem population, have registered cases of post –election violence. Monday, October 27 was mostly marked by acts of arson, vandalism and especially looting in some of these quarters. Some supermarkets, shops and bakeries in some of these trouble areas or quarters were broken into, in broad day light, by bandits passing for protesters, and the content looted. There was also reportedly an attempt by a group to storm the New Bell Prison. The New Bell residence of the CPDM Mayor of Douala II, Barrister Denise Fampou, who is also the Wouri II WCPDM Section President, was vandalized, as well as some council and State structures. So many markets and businesses across Douala, remained closed today (Tuesday, October 28), and many taxis also remained grounded. Many traders and taxi men were afraid of the unknown, considering what happened in some quarters on Monday. The attack on the residence of the CPDM Mayor of the Douala II Council, Barrister Denise Fampou, born and bred in New Bell, surprised many people, as Issa Tchiroma won the October 12 presidential election in Douala II, and the local CPDM officials wasted no time to publicly admit defeat.
Meanwhile as by this evening of Tuesday, October 28, 2025, Douala remains under a situation of high tension and high anxiety, but as aforementioned, the post –election violence has so far been limited to some particular quarters. It should be noted that the deep antagonism between some tribes in Douala, especially between the indigenous Doualas and Bamileke settlers, is so strong that each of the tribes never wants to support anything that the other stands for. The Doualas in general, for example see Issa Tchiroma’s supporters as an alliance between northerners and Bamilekes. The big division between major tribes in Douala was for example observed in the post –election protest demonstration in Douala last Sunday, which was called by Issa Tchiroma. Though the protest demonstration took place in the Moslem and Bamileke dominated quarters, the population of some quarters, dominated certain tribes, were openly very hostile against the manifestations. There are videos that show cases of protesters that were being chased by security officers for throwing objects at them, and without any reflection they ran into some of those hostile quarters, and were rounded up by the population and handed over to the security men. In fact some of the persons involved in the post –election violence in Douala, that are in detention today, were caught by the inhabitants of some quarters, and handed over to the security men. In Deido Quarter which is dominated by the indigenous Deido or Sawa people, a man who hails from the Grand North was last Sunday evening so badly beaten by the inhabitants that left him half dead in the pool of his own blood. The man was accused by the dreaded Deido boys to had been sent as an agent to the quarter, to pay some young men, to stage a protest demonstration in the quarter.
Leader of Union For Change, Anicet Ekane And Djeukam Tchameni, That Supported Issa Tchiroma’s Candidacy, Arrested In Douala, And Whisked Off To Yaounde

The MANIDEM Party with headquarters in Douala, issued a communiqué on Sunday, October 26, 2025, in which the party informed the public that they had succeeded to trace, the where about of the party’s National President, Anicet Ekane, who was arrested in Douala on Friday, October 24. According to the MANIDEM communiqué, Ekane together with Djeukam Tchameni, who are both leaders of Union For Change that supported the candidature of Issa Tchiroma Bakary for the October 12, 2025 presidential election, are being detained at ‘Service Centrale des Researches Judiciare’, at the National Gendarmerie In Yaounde.
According to the MANIDEM communiqué, Anicet Ekane on Friday, October 24, 2025, went to the Gendarmerie Bridgade at Besseke in Douala, to find out the situation of his nephew, who was arrested a few hours earlier. He did not know that the Gendarmerie was about coming for him. To Ekane’s biggest embarrassment, when he arrived, the Gendarmerie Brigade at Besseke, which is located close to the ceremonial ground in Douala, he was instead arrested. Then Djeukam Tchameni was also arrested at his Bonaberi residence and brought over. Ekane who is a patient, was not even allowed to send for his drugs. The Treasurer of MANIDEM, Florence Aimee Titcho, was also arrested, and in the most humiliating manner. According to the MANIDEM communiqué, Madam Titcho, a teacher by profession, went to ‘Lycee Akwa’ to pick up her son from school. The gendarmes met her in front of the school, where there were many students who had just ended classes, and arrested her. Her son was stunned with shock, fear and confusion.
Meanwhile, Anicet Ekane and Djeukam Tchameni were soon after their arrest in Douala, whisked off to Yaounde. It took the families and the MANIDEM some time in their search, to be able to locate where they are detained in Yaounde. As for Florence Aimee Titcho, she is being detained in Douala. The cause of their detention is not yet known, though it is suspected to be in connection with their relationship with Issa Tchiroma.
Prof Jean Calvin Aba’a Oyono, Also In Detention

Prof Jean Calvin Aba’a Oyono, of the Yaounde 11 University (Soa), who is a close ally of Issa Tchiroma Bakary, was also arrested in Yaounde, and is in detention. Prof Aba’a Oyono who hails from President Biya’s South Region, has for sometimes now, openly taken a firm position against the regime. Aba’a Oyono who was initially of the civil society, got close to the MRC leader, Prof Maurice Kamto, a couple of months ago. He travelled with Kamto to Paris, France for a grand rally that was organized for Kamto, by some of his supporters in the diaspora, on May 31, 2025. In August, Prof Maurice Kamto designated Prof Aba’a Oyono, as his Special Adviser. But since Kamto‘s candidacy for the October 12 presidential election was rejected by the Constitutional Council, Prof Aba’a Oyono soon got quite close to the FSNC leader and presidential candidate, Issa Tchiroma Bakary. Aba’a Oyono traveled with Tchiroma to Bafoussam for the grand campaign rally, where he was also one of the speakers. He as well went along with Tchiroma to the Grand North, for a number of campaign rallies, with the first one being at Yagoua. Early last week, Prof Aba’a Oyono flew to Garoua for a rendezvous with Issa Tchiroma. But embarrassing enough, when the plane landed at the Garoua Airport, he was put in the next flight back to Yaounde by the security service at the airport. Prof Aba’a Oyono was told by security service at the Garoua Airport, that, they were acting on the order of the local administrative authorities. Aba’a Oyono thus returned to Yaounde really furious with what had happened, for he was not allowed to meet Tchiroma in Garoua. But the worse was even still to come, as he was arrested a few days later, and is in detention.
The Constitutional Council Did Not Announce Proclamation Of Result For Thursday, October 23, 2025

Since the Constitutional Council went operational in 2018, it has become a sort of tradition that the President of the Council, Clement Atangana, issues a communiqué, or a communiqué is issued by delegation, to inform the public, whenever there has to be a public hearing, a public ceremony or whatever. Before Wednesday, October 22, 2025 for example, the last public announcement that the Constitutional Council issued, was the hearing on the post- election petitions would took place on Wednesday, October 22, 2025. But then on Monday, October 20, and Tuesday, October 21, fake news circulated all over the county, that the Constitutional Council would proclaim the result of the October 12, 2025 presidential election, on Thursday, October 23. People just saw the fake news on social media and believed. Nobody asked any question as to whether the Constitutional Council had issued any press release to that effect. Even the media that has the role or even the obligation to inform the public, and which would have cautioned the population, by highlighting the fact that the Constitutional Council had not yet issued any communiqué to confirm the date of Thursday, October 23, was seemingly drown too in the confusion.
The fake news intensified on Wednesday, October 22. To make a bad case worse, a fake presidential decree appeared on the social media on that Wednesday, purportedly declaring Thursday, October 23, a public holiday in Cameroon. The fake stuff immediately went viral on the social media. Though some of us tried to circulate the copy on which was stamped fake news, not everybody who saw the first, saw the other one cautioning the population that it was fake news. More so, Cameroonians like public holidays, and so easily fall to such fake news.
Some Government Authorities Like The Minister Of Higher Education, Also Worsen The Situation
What also made worse the whole thing was the fact that some government authorities fell for the fake news. The most glaring case was probably the message that the Rector of the University of Garoua, Prof Boubakari Oumarou, sent a message to the heads of schools that are part of the university, asking them to suspend classes as from Wednesday, October 22 to Friday, October 24, as a conservative measure before, during and after the proclamation of the result of the presidential election. That message thus came out clearly with the fake news that the proclamation of the result of the presidential election would take place on Thursday, October 23. Meanwhile the Rector of the University of Garoua, stated that the decision for the suspension of classes at the university and its affiliates, was on the instruction of the Minister of State, Minister of Higher Education, that is, Prof Jacques Fame Ndongo. If that was true, where did Minister Fame Ndongo, who is also the National Communication Secretary of the ruling CPDM, get the false information!
Constitutional Council Scheduled Proclamation Of Result Of Presidential Election, On Monday, October 27, 2025
After hearing ended on Wednesday, October 22 on the post – election petitions that were filed at the Constitutional Council, the President of the Council, Clement Atangana, that late afternoon issued a communiqué announcing that the proclamation of the official result of the October 12, 2025 presidential election, would take place on Monday, October 27, 2025. Some people started talking of how the Constitutional Council had postponed or had shifted the date for the proclamation of the result of the presidential election. That of course was wrong. You cannot postpone or shift the date of something that was never scheduled or programmed. As aforementioned, he Constitutional Council never scheduled the proclamation of the result of the October 12 presidential election, on Thursday, October 23. Rather, people fell for fake news.
Meanwhile it should be noted that the Electoral Law states that the Constitutional Council has a maximum of 15 days after the presidential election (voting day), to proclaim the result. Since the presidential election held on October 12, it meant that the latest date for the Constitutional Council to proclaim the result of the election was October 27, 2025.
101 Youths Placed On Administrative Detention Oder At New Bell Prison

The Governor of the Littoral Region, Samuel Dieudonne Ivaha Diboua, in the evening of Sunday, October 26, 2025, signed an order which placed a total of 101 youths, who were arrested in the post –election violence that rocked some quarters in the nation’s economic capital, Douala on that day. This had to do with the protest –demonstration by supporters of Issa Tchiroma Bakary, which turned violent. It should be noted that quite an amount of destruction was caused, including the burning of a police van, or better still a pickup vehicle, that belonged to the Sixth Police District, as the Littoral Governor pointed out in one of the communiqués he issued that fateful evening. The Governor stated in the press release that the individuals who committed the acts of vandalism, had responded to a call that was made by Issa Tchiroma Bakary, a candidate at the October 12, 2025 presidential election, who had in a video message on Saturday, October 25, called on his supporters to storm the streets on Sunday, October 26.
The 101 youths are under an administrative detention order of 15 days renewable, at the Douala Central Prison, which is commonly known as the New Bell Prison. The Governor in the press release said that the detainees, who are to face court action after investigation will be complete, will during their detention at New Bell Prison, take charge of all their needs, including food and medical bills.
Below are the names of the 101 detainees. As can be observed, they are mostly Moslems, and are said to mostly hail from the Grand North area of Cameroon.
