‘Presidential Decree’ That Appointed Fon DOH GANYONGA 111 Of Bali Nyonga, As Board Member Of The National Hydrocarbon Corporation, Was Not Signed By Biya

President Biya Is Quoted To Have Told El Hadj LAWAN BAKO: “VOUS NE QUITTEZ PAS”, Loosely Translated As, “YOU ARE NOT LEAVING”. This Also Suggests That Biya Knew Those That Were Behind The Mafia To Remove LAWAN BAKO.

  From All Indications, Fon Dr GANYONGA III, Who Has Had A Close Relationship With LAWAN BAKO, Did Not Know About The Mafia. It Looks Like Some Personalities At The Presidency, With The Complicity Of Some Northwest Elites, Were Out To Settle Scores With LAWAN BAKO.

 Even the State media ran  the story that the President of  the Republic, Paul Biya, on Friday, July 4, 2025, signed Decree No. 2025 / 281, on the appointment of a member of the Board of Administration of the National Hydrocarbons Corporation, commonly known by the French abbreviation, SNH (‘Societe Nationale des Hydrocarbures’).

According to the purported decree which was supposed to go into effect as from the date of signature, President Biya appointed DOH GANYONGA III as member of the Board of Administration, or better still, Board of Directors, of the National Hydrocarbons Corporation. SNH is the State owned company that manages the country’s hydrocarbon products including oil, or better still, petrol. SNH Is without surprise, the richest State owned company.

Meanwhile according to the purported Presidential Decree of July 4, 2025, DOH GANYONGA III was appointed into the Board of Administration of SNH, as “Personality designated by the President of the Republic”. Worth noting that DOH GANYONGA III mentioned in that purported presidential decree as having been appointed Board Member of SNH, is the First Class Fon of Bali Nyonga in Mezam Division, Northwest Region of Cameroon. Fon Ganyonga is active in politics, and is in fact is a member of the Central Committee of the ruling CPDM.  It would be recalled that in 2013, Fon Dr Ganyonga III was appointed Senator by President Biya. At the end of his first five year mandate, he was reappointed Senator by the President for the second mandate in 2018. That mandate ended in 2023.

Meanwhile, according to the purported July 4, 2025 presidential decree, Fon DOH GANYONGA III replaced El Hadj LAWAN BAKO in the Board of Directors of SNH. Coincidentally, Fon Dr DOH GANYONGA III and El Hadj LAWAN BAKO have had a close relationship for a longtime.

It Was A Fake Presidential Decree

But it turned out that the presidential decree that, appointed Fon Ganyonga III as Board Member of SNH was fake.  In other words, it was fake news. But it was not the type of common fake news that some mischievous, irresponsible or vicious fellows everyday craft in their bedrooms, and post on the social media to mislead the public. From our findings, the July 4 presidential decree actually came from the Presidency, and that was why the official or State, reported on it. Everybody took it for e genuine document.

But then it came out a bit later that though the document officially came from the Presidency, it was in reality not signed by the President of the Republic, Paul Biya. President Biya’s signature on the document was reportedly scanned and placed on the purported presidential decree. But when SNH succeeded to get to President Biya through a female personality very close to the President, he said he did sign the decree.

President Biya was quoted to have told El Hadj Lawan Bako that he knows personally, that: Vous ne quittez pas”, loosely translated as, “You are not leaving”. That is, President Biya assured Lawan Bako that he is not to leave SNH.  What President Biya said, also suggested that President knew his close collaborators that carried out the fraud, or who wanted Lawan Bako out of SNH. It is said that some people wanted settle sores with El Hadj El Hadj Lawan Bako.

So El Hadj Lawan Bako remains a Board Member of SNH, and thus continues to perform his duty as such.  For example El Hadj Lawan Bako was conspicuously present as a Board Member of SNH, at the ceremony in Kribi, Ocean Division of the South Region, on July 17, 2025. That was during the laying of the foundation stone for the construction of the Kribi Oil Refinery by CSTAR, which is a company in which SNH is majority shareholder. It is just like TRADEX where SNH is also the majority shareholder.

At the July 17 ceremony in Kribi, Lawan Bako, who was warmly embraced by other Board members of SNH, actively performed his functions as Board member of SNH, by the side of Mrs Nathalie Moudiki, who represented the Director General Of SNH.

There Is No Indication Fon Ganyonga Knew Anything About The Mafia

Meanwhile, there is no indication that Fon Ganyonga III had any link with the mafia, or knew anything about the mafia that appointed him Board member of SNH. It is possible however that the Fon was told that there was a move underway to try to get President Biya to do something for him, after he left the Senate. But in such a situation, the mafia would not have told the Fon, that what they wanted to do was to use fraud to appoint him as Board member of SNH. He certainly would not have accepted.

Observers also think that it was a big miscalculation by the mafia group, to try to remove Lawan Bako, a trusted Biya ally, especially at the time.  Worthy of note that Bochong El Hadj Lawan Bako who hails from Njinikom Sub –division, Boyo Division of the Northwest Region, is the National President of the United Democratic Party, UDP, which was created and launched at the Bamenda Municipal Stadium in 1992. UDP has been a member of the Presidential Majority since the group’s creation in the 1990s. Also, Bochong El Hadj Lawan Bako, has for several years been the National Coordinator of the Presidential Majority, which among other things support the candidature of President Biya at Presidential election.

A Big Miscalculation By The Mafia Group

It should be recalled that on June 24, 2025, Issa Tchiroma Bakary, the National President of FSNC, who had been in Government for several years, resigned from Government, pulled his party out of the alliance with the ruling CPDM, and announced his candidacy for the 2025 presidential election, that has been scheduled to take part on  October 12, 2025. On 28, 2025, Bello Bouba Maigari, the National President of UNDP whose party had been in alliance with the ruling CPDM since 1997, validated his candidacy for the 2025 presidential election, pulled out his party from the alliance with the ruling CPDM party, and resigned from the Government.

The withdrawal of UNDP and FSNC from the alliance with the ruling CPDM, more so close to what looks like the most crucial presidential election, was definitely a very bad news to the CPDM whose National President is Paul Biya, that is as well the President of the Republic. And as if that was not enough, headache for President Biya, the mafia on July 4, 2025 came out with the purported communiqué, claiming that the President had sacked Lawan Bako, the National Coordinator of the Presidential Majority, from the post of Board Member of SNH, barely three months to the presidential election.

AS aforementioned, Bochong El Hadj Lawan Bako is a personality that President Biya has known personally for a longtime.  Lawan Bako has been a trusted ally of President Biya for a longtime. It is difficult for a mafia to falsely use President Biya’s name, and succeed to carry out an operation against Lawan Bako, like the so called July 4, 2025 purported presidential decree, which claimed that President Biya had replaced him as a Board member of SNH.  For one thing, Lawan Bako can always find a way to get to President Biya directly.
