October 12, 2025 Presidential Election: “For PCRN, The Only Condition For CABRAL LIBII To Publish His Return Reports (PVs), Is For TCHIROMA To First Publish His Own”, Dr FELIX NYECK

“The Person Who Says He Has Won The Election, Should At The Same Time Publish Proofs, That Is, PVs From Polling Stations, Which Attest To His Victory”

“To Those Who Are Waiting For The Publication Of The PVs Of CABRAL LIBII, It Can Be Done Even Today. But, First Ask The Person Who Says He Has Won, To Publish His PVs. Except It is To Tell Us That He Declared Victory Without Proofs. CABRAL And Cabralists, Will NEVER Repeat The Risk Of 2018”.

Since  the FSNC leader and presidential candidate, Issa Tchiroma Bakary, unilaterally proclaimed himself winner of the October 12, 2025 presidential election in Cameroon, less than 48 hours after the polls closed, his supporters, especially those who are of  the MRC Party, have been mounting incessant pressure  via the social media, on Hon Cabral Libii Ngue,  PCRN leader and the party’s candidate at the October 12, 2025 presidential election, to publish his return reports (PVs) from polling stations. Worth noting, that a Return Report from a polling station is known in French as ‘Proces Verbal’, PV, and that the Return Report is commonly known in the country as PV.

Meanwhile, in a blunt but logical response posted on social media, one of the PCRN leader’s close collaborators, Dr Felix Nyeck, has made it clear that to PCRN, there is one condition which must be met, for its leader and presidential candidate, Cabral Libii, to publish his PVs as being demanded. He says the condition is that Issa Tchiroma must first publish his own PVs. “The logical way of going about this issue, is that the person who says he has won the election, publish at the same time proofs of his victory. That is, to say, the authentic PVs from the polling stations that attests to his victory”.

Dr Nyeck argues that the publication of the PVs by the person, who says he has won the October 12, 2025 presidential election, would show that his declaration was not a joke or amateurism. “The next thing will be that Cabral Libii will then publish or put into circulation his own PVs also, which will help to confirm that the person has actually won”. He said Cabral Libii will thus in this situation, play the role of the man to certify the victory of the person who claims to have won the election, if that really is the case.  “It is not the role of Candidate Cabral Libii to say who has won the election. Rather, his coming in will be to render assistance with his PVs, to confirm and give legitimacy to the victory”, Dr Nyeck explains.

Cabral Libii’s collaborator who also presents himself as a ‘Cabralist”, thus has this message for those Tchiroma supporters demanding that Cabral Libii should publish his PVs: “To those of you who are thus waiting for the publication of the PVs of Candidate Cabral Libii, that can be done today. But, first ask the person who says he has won the election to publish his PVs. Except it is to tell us that he declared victory without proof”.

A Similar Situation Reportedly Occurred After The 2018 Presidential Election

Dr Felix Nyeck in the post also discloses that a similar situation occurred after the 2018 presidential election. The leader and presidential candidate of MRC, Prof Maurice Kamto, declared the next day after the presidential election which held on October 7 (2018), that he was the winner. Nyeck says Bibou Nissack, who was Kamto’s official Spokesperson, contacted them, and a meeting was held at the Obogo’s residence (in Yaounde) of Cabral Libii. He says at the meeting,  Bibou Nissack presented a  request by his part’s leadership, that Cabral Libii  who was candidate in the presidential election, should make a public declaration, recognizing Kamto as winner of the election. It should be noted that Cabral Libii and the then ‘Operation 11 Million Movement‘, which he led, went in for the 2018 presidential election on the ticket of Prof Nkou Mvondo Proper’s UNIVERS Party.

Meanwhile, Dr Nyeck who says he was present at  the meeting which held at Cabral Libii’s residence,  say they agreed in principle to the request that MRC made, but on condition that MRC should present to them the proofs, that is, the authentic PVs from the polling stations, which  showed that Kamto won the presidential election.

Nyeck disclosed that Cabral Libii and his collaborators at the meeting insisted on seeing the PVs, before he (Cabral Libii) could go ahead to declare that Kamto truly won the election. He says by the close of the meeting, a date was fixed, when Bibou Nissack and some MRC or Kamto’s close collaborators, were to meet them with the PVs.  The rendezvous was fixed on a Saturday. He said in respect of their own part of the agreement,  Cabral  Libii went ahead  to declare over STV on Thursday, that is two days before the rendezvous, that  PVs in his position showed that an opposition candidate had won the presidential election.

Failure To Provide Proof

Nyeck says according to the secret plan they had established, the declaration over STV by Cabral Libii, was meant to prepare the public mind, and that after the meeting on Saturday, Cabral Libii was to come out in a social media post declaration (video), in which he would then declare that the opposition candidate that he hinted over STV won the presidential election, was Prof Maurice Kamto. He  stresses that  all what they did before the Saturday meeting, as well as what they intended to do after the meeting, were all in good faith, as the they had been made by Kamto’s men to believe, that they had genuine PVs as proofs that he won the election.  It should be noted that in the 2018 election, the ‘Operation 11 million Movement’ did not have most of the PVs, as they then could not afford to have polling agents in a majority of the polling stations, having jumped into the election without much preparation.

Meanwhile Dr Felix Nyeck discloses that on the Saturday of their rendezvous with Bibou Nissack and his men, they were surprised that they did not show up at 3pm as agreed.  He says to their biggest embarrassment, Bibou  Nissack instead appeared on his Facebook page by 4pm, with a defamatory statement that Cabral Libii was an agent of the regime.  He asserts that all these, was because Cabral Libii and his team had insisted on seeing proofs (PVs), that Kamto won the election, before making any declaration to support the alleged victory.

“Cabral Libii and his Cabralists will never take such risk of 2018. It was those that he wanted to take the risk for, that turned against him. This life is a school”, Nyeck said. It should be noted that Felix Nyeck, Cabral Libii and Bibou Nissack, are all Bassas.

PCRN Has Received 92 % Of PVs Awaited

Meanwhile, Dr Nyeck discloses as well in his social media post, that PCRN had by Wednesday, October 22, 2025 received over 92 % of its PVs for the October 12, 2025 presidential election, from its polling agents across the country and in the Diaspora. He said the 92 % means over 29,000 PVs. He says the work to compile the PVs was then at 71 %.

It would be recalled that the Managing Director of Elections Cameroon, ELECAM, Dr Essousse Erik, stated in a press release that he issued before  the election, precisely on October 9, that there were a total of 31,653 polling stations across the country and in the diaspora, for the October 12 , 2025 presidential election. As regard the diaspora, there were 108 polling stations.

It should be noted that Cabral Libii’s PCRN says they deployed polling agents to over 30,000 of the polling stations. Joshua Osih’s SDF also deployed a similar number. Some opposition candidates had less than 5000 polling agents.  Only the ruling CPDM Party, that uses State machinery or resources, deployed polling agents to all the 31, 653 polling stations in the country and the diaspora.

 Meanwhile, it is not surprising that MRC militants have been reacting bitterly against the post by Dr Felix Nyeck, precisely on the revelation he has made about what happened after the 2018 presidential election.
